 Billy and his twin sister Jessica were born off screen to Juliana and Dexter. They were born in Willow Creek.

Billy is an active kid. He enjoys sports and rough and tumble. He loves to play wrestling with his older brother although he rarely wins. Billy has a short temper and does struggle to control his anger. He can be a bit of a bully to his siblings and the kids at school and because of this doesn't have many friends.
